A shoulder check is normally necessary to ensure a safe opportunity before changing lanes. Turning the head to get a better view is normally necessary to look for other traffic that might conflict with the driver’s intended moves. Checking
in the mirrors is useful, but only as an additional precaution. At this stage of the test, the examiner should not rush the applicant into heavy traffic but should rather let him or her decide when it is safe to go.
