When doing a lane change you must look ahead to see if anyone will be stopping. You must also check to the left or right to make sure there is a space and your mirrors to again make sure no one is in the space beside you. Forgetting to do these would be marked. If you miss someone in the space you intend to enter and cause or nearly cause a crash it is considered a traffic conflict and would be cause for failure.
