If you have to stop before completing a turn, such as at a stop sign, then it must be a complete stop. You must not roll through the stop and you must not stop too late, so as to block traffic. Failing to stop is dangerous and could cause a collision. You must be aware of proper stopping positions and stop behind: the stop line, crosswalk line, before the sidewalk or edge of the road, in that order, whichever comes first. Not trying to stop at all would be an automatic failure. Rolling through a stop sign would be a major against you and if done repeatedly would lead to a failure by a DriveTest Examiner. Blocking traffic would also be considered cause for failure.
